It was 1980 and Stan Lee was in a pinch.
The Lou Ferrigno Incredible Hulk TV series was wildly popular at the time, and based on the recent precedent of The Bionic Woman being launched from The Six Million Dollar Man, Lee and Marvel Comics were concerned that CBS could spin off a female Hulk character who would not be copyrighted by Marvel.
In Lee’s last act of Marvel Comics creation until the 1990s, he dashed off the first issue of The Savage She-Hulk. It’s a classic Lee contrivance. Bruce Banner’s mild-mannered lawyer cousin Jennifer Walters is nearly killed by a gang seeking revenge, and Banner is the only one that can provide a blood transfusion in time to save her life. With the blood comes the green alter ego – and a second Hulk in the Marvel Universe!
She-Hulk’s path has been distinctly different than Bruce Banner’s. Not long after her introduction she began to retain her every day personality while in Hulk form. This lead to her eventually eschewing her human body and living almost permanently as She-Hulk.
Due to this key difference, She-Hulk is a social butterfly compared to her cousin. She is a long-running member of Avengers and only the second replacement member of The Fantastic Four (she subs for The Thing after the original Secret Wars). Also, after her first series, her titles are typically humorous – thanks to John Byrne’s 4th-wall breaking take on The Sensational She-Hulk.
Despite a few periods of scarcity, She-Hulk has remained a regularly appearing hero in the Marvel Universe ever since her debut. Marvel also added a Red She-Hulk to their roster in 2009.

Where to Start Reading She-Hulk
There are four spots where it makes the most sense to pick up reading about Jennifer Walters.
First, you could start at the start – with her first appearance in The Savage She-Hulk (1980) #1. Just keep in mind that this is a generic Bronze Age comic from before Jen started to break the fourth wall!
Next, you can start from John Byrne taking over the character in Sensational She-Hulk (1989) #1. If you want to be a completist, you can start with Marvel Graphic Novel (1982) 18 – The Sensational She-Hulk OGN and his the She-Hulk prologue story from Marvel Comics Presents (1988) #18, but neither are required to pick up Byrne’s run. He only lasts on the title for eight issues, but he had already written dozens of issues of Jen on his run on Fantastic Four so he knows exactly what he wants to do with the character. You can keep reading past Byrne’s departure, or just skip to his return at issue #31.
For a more modern take on She-Hulk, start from Dan Slott’s She-Hulk (2004) #1. This gives you a written-for-trade era set of story arcs, and plenty of material to ready – since this continues to a second series for 38 more issues!
Finally, to leap into relatively recent and self-contained run that requires no foreknowledge and plenty of lawyering, check out the delightful She-Hulk (2014) #1-12 by Charles Soule & Javier Pulido (just don’t get intimidated by the two peculiar issues of art in the middle).

The majority of the 2014 She-Hulk series, at least from #7 onwards, would come after Axis given the fact that Steve Rogers appears in #7-10 as an old man and is recovered enough from aging to be able to travel cross country, which he wasn’t pre-Axis.

I see Uncanny X-Men 442 listed among the Dan Slott She-Hulk issues, but what about Uncanny X-Men 435-6? It looks like she features prominently in the story of Juggernaut’s trial.
